In 1999, the US Department of Labor Employment and Training Administration awarded Significant Improvement Demonstration Grants (SIGs) to 11 states to improve reemployment services for UI claimants, and Mathematica Policy Research, Inc. (MPR) conducted a process/implementation evaluation of these grants. This paper reports findings on the implementation activities of the states, the problems encountered, and the lessons learned. The authors also explore whether quantitative analysis of changes in service use and UI benefit receipt through pre-postgrant comparisons provides further information on the effects of the SIG efforts.
