The "Reed Act" provision of the Social Security Act provides for a distribution of federal unemployment tax funds to state unemployment insurance (UI) and employment service programs when the federal government has collected excess federal unemployment tax revenue. This paper reports findings of a study of past Reed Act distributions and state approaches to the current Reed Act distribution.
