Employers Do Not Always Follow Internal Revenue Service Worker Determination Rulings

Abstract

This report presents findings of an audit conducted by the Treasury Inspector General for Tax Administration (TIGTA) to determine whether the Internal Revenue Service (IRS)'s Determination of Worker Status Program (SS-8) effectively processes worker determination requests and whether applicable rulings are being followed.
