Low Benefit Recipiency in State Unemployment Insurance Programs

Abstract

This report examines the differences in unemployment insurance recipiency rates across the United States, with a focus on low benefit recipiency. The report highlights: measurement issues; determinants of accounting identity ratios; outcomes of state site visits; and regression analysis of three UI administrative variables.
