Abstract
This publication reports findings from a study of the nonmonetary eligibility policies/practices (related to separations, nonseparations and appeals) and program outcomes such as recipiency and benefit duration. The policies/practices of four "high recipiency" states (Delaware, Maine, Pennsylvania, and Washington) and four "low recipiency" states (Arizona, South Carolina, South Dakota, and Utah) were studied to determine the factors impacting program outcomes.
