Abstract
This evaluation of the Federal Supplemental Compensation (FSC) program examines the extent to which the initial design of the program translated into actual, desired outcomes. The purpose of the evaluation is to provide a solid foundation for making judgments and recommendations for future deliberations over extended benefits policies. For this reason, the analysis focuses on four broad policy issues that not only are important in developing any extended benefits policy, but also highlight the features of FSC that distinguish it from previous extended benefits programs.
