Abstract
Connecticut�s Short-Time Compensation (STC) tools and resources can be used by other states to get ideas of what is possible in developing and updating state-specific materials. STC, also known as work sharing or shared-work, is a voluntary program states can offer to employers to help retain their workforce when faced with a reduction in available work. It supports employers facing a decline in business to reduce hours for a group of workers, rather than conducting layoffs. Employees affected by this reduction of hours may have a portion of their lost wages replaced with a proportionate percentage of the Unemployment Insurance (UI) benefits they would have been entitled to had they been laid off. Employees� jobs � and benefits � are preserved while participating in an STC program, and employers maintain their trained workforce without having to rehire and retrain new workers when business picks back up.
