Abstract
AI is hailed as a crucial technology, prompting nations to compete for leadership in innovation. However, we emphasize the need for a more deliberate direction in AI innovation. A market-shaping approach can align public and private efforts to prioritize public interests. This requires a robust global technology policy agenda to guide AI development towards public interest activities. We offer limited recommendations for policymakers to adopt a market-shaping approach to AI governance.
