Abstract

This report addresses philanthropic funding for technology projects in the context of equity, justice, and social impact. It proposes a framework for evaluating digital technology-based proposals, emphasizing human rights and democratic values. The framework presents red flags in seven categories, aiding funders, procurement officers, and advocates in assessing tech-related initiatives for their potential positive outcomes and unintended consequences.
