Incentivizing Job Quality in Government Procurement:Current Models and Questions to Be Answered

Abstract
The pandemic exacerbated the challenges faced by low-wage workers, particularly people of color, young individuals, and women, leading to a decline in job quality and fueling the Great Resignation. Consequently, governments at federal, state, and local levels are exploring ways to use their procurement processes to promote and enhance job quality nationwide. This brief outlines four models for incorporating job quality into government procurement, highlights critical questions, summarizes existing research findings, and provides guidance for governments and their collaborators as they develop their own strategies to improve job quality in procurement and refine their future initiatives.
