Approaches to Regulating Artificial Intelligence: A Primer

Abstract

With the advent of AI, state legislator and legislative staff members of NCSL�s Executive Task Force on Cybersecurity and Privacy recognized the need for intense education efforts on the use of Artificial Intelligence (AI), resulting in the development of NCSL�s �Approaches to Regulating Artificial Intelligence - A Primer.� The AI primer provides information for state legislators regarding international, federal and state activity surrounding the growth and use of AI so that state policymakers can determine how best to capture benefits and mitigate risks for their citizens. The primer proposes language for defining AI, summarizes current state legislation and federal activity regulating AI, as well as showcases leading private sector frameworks for governing AI. The primer also encourages state legislators and legislative staff to consider and assess the appropriate role of state government in regulating AI, and to what extent states and the federal government can collaborate to create appropriate policy.
