Learning and Employment Record Use Cases

Abstract

The National Governors Association is exploring the use of Learning and Employment Records (LERs) to address labor shortages and underemployment. LERs focus on assessing skills rather than degrees, aiming to widen access to good careers. The project examines use cases, questions how LERs will be utilized, and emphasizes the practical aspects of implementation. The goal is to improve workforce dynamics and local economies by shedding light on successes and challenges.
