Abstract
During the COVID-19 pandemic, North Carolina's Division of Employment Security (NCDES) faced challenges in processing unemployment claims efficiently. To address this, a comprehensive reporting system was developed to track claim processing across all functional units. Recognizing the need for data-driven decision-making, NCDES began its transformation in October 2021, leveraging analytics to improve operations, fraud detection, and service delivery. This data-driven approach, facilitated by a governance system, has enhanced performance and created a model for other unemployment agencies aiming to improve operational visibility. This resource is part of the National Association of State Chief Information Officer's (NASCIO's) awards, which are meant to highlight transformative and innovative IT projects that make state government and citizens' lives better.
