Ohio Project: Paper is Dead, Long Live Digital Transformation

Abstract
The Ohio Department of Job and Family Services (ODJFS) manages critical health and human services programs across the state, requiring access provisioning for a workforce of 25,000. They previously used a cumbersome paper-based process, leading to delays and backlogs. In partnership with the Department of Administrative Services (DAS) InnovateOhio Platform (IOP), ODJFS undertook a digital transformation, transitioning to a role-based access request system using AI recommendations for over 1000+ business roles. This streamlined governance, compliance, and digital access recertification, replacing wet signatures with digital attestations. The initiative expanded to include FAQ chatbots and VPN automation, accelerating digital transformation and AI and ML-powered access recommendations for state managers and local security coordinators. This resource is part of the National Association of State Chief Information Officer's (NASCIO's) awards, which are meant to highlight transformative and innovative IT projects that make state government and citizens' lives better.
