Executive Order 2023-19: Expanding and Governing the Use of Generative Artificial Intelligence Technologies Within the Commonwealth of Pennsylvania

Abstract

Executive Order 2023-19, issued by Governor Josh Shapiro of Pennsylvania on September 20, 2023, establishes the Generative AI Governing Board to guide the responsible integration of Generative Artificial Intelligence (AI) technologies in state agencies. The order emphasizes core values such as accuracy, adaptability, equity, innovation, and transparency in Generative AI use. The board, consisting of twelve members, will review and recommend technology applications, ensuring adherence to these values. Additionally, a working group will update IT policies and provide training for employees using Generative AI. The order is effective immediately and remains in force until amended or rescinded by the Governor.
