Joint Cybersecurity Advisory: China-Based Actors Conducting Unemployment Compensation Fraud Targeting US States

Abstract

Advisory issued by the Federal Bureau of Investigation and the US Department of Labor, Office of Inspector General to raise awareness of new efforts by presumed China based actors to target unemployment compensation benefits through automated cyber activity against state departments and agencies responsible for the disbursement of UI funds. The advisory includes technical details of the scheme and recommendations for mitigation.
