Promising Practices in State Unemployment Insurance Digital Service Delivery

Abstract

The article outlines efforts by the Office of Unemployment Insurance Modernization (OUIM) to enhance unemployment insurance (UI) systems amid COVID-19, despite reduced funding. Through interviews with state leaders, the Beeck Center�s Digital Benefits Network (DBN) identifies key UI delivery practices, including language access, customer experience, data analytics, and digital transformation. Examples include Oregon's multilingual UI applications and New Jersey's phased release of mobile-friendly applications with effective Spanish translations. Collaboration between federal, state, and local agencies is emphasized to ensure equitable and efficient UI delivery in future economic downturns.
