Abstract

The Washington HHS Coalition submits this report to the State Legislature per Engrossed Substitute Senate Bill 5092 (2021), outlining plans to upgrade IT solutions for integrated health and human services eligibility. With input from agencies and ex-officio members, the Coalition aims to modernize over 75 programs serving 2.9 million Washingtonians. Facing risks from an outdated mainframe system, the Coalition proposes Integrated Eligibility & Enrollment (IE&E) technologies to streamline services. This plan promises a unified, user-friendly application process for health and human services programs, delivering enhanced value to Washingtonians incrementally.
