Abstract
Generative AI offers US state governments significant potential to enhance services and streamline operations, alongside new uncertainties. A recommended strategy involves setting risk guardrails while piloting lower-risk applications to prepare for broader implementation. Efforts to address risks and ensure safe adoption have been undertaken. State leaders are exploring adoption roadmaps and organizing principles for generative AI, with some governors issuing directives. Four generative AI tool archetypes can propel operational improvements. To implement generative AI effectively, state leaders should focus on adoption roadmaps, governance, technology and data, talent, and operations. By piloting generative AI while preparing for scale, state governments can harness its value for residents and employees while mitigating risks.
